Senior Financial Analyst (Government Programs)Status: Exempt (Salaried)Department: Finance/AccountingLocation: Latham, NY (two – three days on site)Position SummaryThe Senior Financial Analyst (Government Programs) will be the one of main interfaces for Plug’s government programs on all finance and accounting matters.  The Senior Financial Analyst should be well versed in accounting, financial reporting, and internal controls. This position will be tasked with maintaining a sound financial reporting control structure through the development of systems and procedures, supporting technical accounting conclusions, and performance of analytics.  There will be significant interaction with engineering and program managers, external audit, internal audit, corporate controllership, and operational finance. Additionally, from time to time, there will be communications with the Department of Energy (DOE) and other government entities related to the fulfillment of programs and compliance with the applicable rules and regulations.Core Duties and ResponsibilitiesExpertise in accounting processes, 2 CFR 200 compliance, government grant and contract financial reporting.Development of accounting policies and manuals to create standards for staff to Act as Administrator for DOE R&D Programs, interfacing with various engineering groups and program Principal InvestigatorsAssist with the annual ICE incurred cost reporting requirement, to include data collection, processing, submissionEnsure accurate and timely monthly, quarterly or semi-annual billing of all contracts as appropriate.Follow up expeditiously with all relevant government agencies on questioned expenditures.Provide monthly updates to cash flow analysis for contracts being managed.Perform monthly grant reconciliations to ensure that all activities under each grant fall within the funder and agency guidelines.Work with program staff to develop budgets and budget modifications as required and needed by program staff and government agencies.Engages in a forecasting process with the programs to review significant changes from budgetMeet monthly/ quarterly with program staff to review financial status and that the budgets are up to date and accurate.Maintain complete and accurate grant filesAssist with funder and financial statement auditsWork proactively with program staff to provide all fiscal support needed in their management of their programs. Serve as a liaison on Finance issues to assist in getting the issues resolved.Prepare periodic reports to funders and provide necessary documentation to request reimbursement.Prepare journal entries to record grant revenue, grant-related personnel costs on a monthly basis, and to allocate indirect costs to various grants/projects.Maintain access to various governmental portals containing grant information and reporting requirements.Track expenses/revenue to grant budget to ensure maximization of awarded funds.Develop a system for tracking all grants and ensuring compliance with all grant requirements.Prepare grant-related schedules and provide required information to external auditors related to the annual SingleEducation and Experience Bachelor’s degree in Accounting/Finance; CPA or MBA highly preferredFour (4) years of relevant finance and accounting experience.
