Job Requisition ID #23WD71741Position OverviewThe Senior People Services Advisor is an integral part of the Regional People Services team and is primarily responsible for delivery of all Tier 2 employee life-cycle processes and general HR services for the Southeast Asia & Singapore market. This role partners closely with the People Consulting team, COE, Facilities, IT, Legal, Finance, Procurement, Vendors, etc. to deliver a great employee experience and ensuring the HR processes are well-oiled for compliance, effectiveness, and efficiency. The Senior People Services Advisor acts as a local subject matter expert in the areas of HR Operations, Benefits Administration, HR Compliance, Statutory Reporting and Vendor Management and brings rich experience in all of these work areas. In addition, when operational challenges occur, the Senior People Services Advisor will conduct the root cause analysis and work on follow up actions.ResponsibilitiesWork with the People Service Manager on operational and tactical plan/roadmap for Singapore & Southeast Asia HR OperationsBe the point of contact for enquiries/service request routing from Tier 1 & be a senior member of the local services teamProvide coaching and cross-training to Tier 1 on case management and for support on ad hoc HR Program rolled outWork closely with the People Service Manager and People Consultants to ensure a smooth transition on local issues and ensure clarity on when the team should hand over or escalate enquiriesResponsible for the hire to retire process, delivering & ensuring a seamless onboarding and offboarding experienceSupport in ensuring payroll inputs accuracy, reliability, confidentiality, timeliness and completeness. Key stakeholder to the Payroll teamManage the benefit administration, including but not limited to benefits escalation management, benefits contracts renewals/ review, documentation, invoicing & paymentsWork with third-party vendors to monitor SLA achievements and employee experience for all local administration of benefits and providing feedback & suggestions to COE for improvement as neededDrive local employee communication in partnership with People Consulting & COEEnsure HR reporting is compliant with country required statutory and regulatory reporting and is done on a timely basis (e.g., Singapore – MOM reporting, Malaysia, Indonesia, Vietnam)Accountable for the country audit exercise and partner with auditors on the requirements, implement the suggestions for mitigating potential gaps & risks for future auditsWell-versed with statutory leave requirements in Singapore & ASEAN and provide advisory on leave administrationKeep abreast of regulatory changes and recommend changes to procedures and policies. Key stakeholder to the People Consultant team and COEWork with third-party vendors on work pass matters not limited to monitoring COMPASS changes and related impact on work pass, work pass issuance and renewal, monitoring of S Pass quota, ad hoc SAT exerciseBe the point of expert guidance/escalation or contact for all local government agencies/labor authorities for any HR related mattersPartner and support in regional and global People programs/projects through the provision of country requirements and involvement in User Acceptance TestingLead local or regional program setup as required independently or jointly with People Consulting & COE, engaging relevant stakeholders in the processAccountability of up-to-date SOPs, local HR policies, guidelines, and internal documentation, ensuring quality assuranceMinimum QualificationsExperience working in a multi-national environment, and fast-moving services businesses with a Shared Service model or a mix of decentralized and centralized HR Operating models is advantageousMinimum of 7 years of experience in HR OperationsFamiliarity of Human Resources functions and processes across at least one of the functions which may include Operations, Benefits, Compliance or PayrollForward thinking, proactive, self-driven, innovative, and resourceful team player who is also able to work independentlyHigh levels of discretion, confidentiality, and ability to exercise sound judgement (demonstrate critical thinking) and decision makingStrong capability to build trusted relationships and manage stakeholders across a matrixed environmentAbility to interpret complex situations/documents, follow through and attention to detailPassionate about identifying opportunities for continuous improvement, providing recommendations on suggested approachesExcellent technical skills (Excel, Word,), as well as experience of HR systems such as Workday is required.
