To support its ongoing expansion goals, the Irish division is seeking a license from the Central Bank of Ireland to operate as a Payment Institution in Europe, working closely with its UK and US counterparts. Reporting directly to the CEO of Owl Payments Europe Ltd (OPEL) and ultimately to the Board, we are seeking an accomplished senior professional with a strong background in financial services and technology to assume the role of Chief Risk Officer for Owl Payments Europe Ltd. The Chief Risk Officer will be responsible for overseeing the risk management function within our payments institution. The successful candidate will play a critical role in ensuring that the company's risk profile is effectively managed in alignment with regulatory requirements, industry standards, and best practices. The Chief Risk Officer will provide strategic guidance, develop and implement risk management frameworks, and drive a culture of risk awareness and mitigation throughout the firm. As Chief Risk Officer, you will assume the responsibility of representing risk-related matters to the OPEL board of directors. This will involve delivering comprehensive performance reports, metrics, trend analyses, and actionable recommendations, particularly with respect to operational, outsourcing and technology risks. As the designated liaison for risk-related discussions, you will effectively communicate on behalf of OPEL and ensure that relevant updates are managed with the Central Bank of Ireland (CBI). To fulfil your duties, you will work collaboratively with various internal teams to address risk management effectively and proactively. This Chief Risk Officer position is a Pre-approval Control Function (PCF-14) in accordance with the Central Bank of Ireland's "Fitness and Probity" regime. What you'll do: Develop and implement a comprehensive risk management framework, policies, and procedures to identify, assess, and mitigate risks associated with the payments institution's operations. Maintain an effective and live Risk Register. Oversee that 1 st and 2 nd lines of defence are managed in line with the enterprise risk management framework and related policies. Monitor and evaluate the effectiveness of existing risk management strategies and make recommendations for enhancements or improvements as necessary. Stay up to date with regulatory requirements, industry trends, and emerging risks relevant to the payments industry, and ensure compliance across the firm. Collaborate with cross-functional teams to establish risk appetite, tolerance levels, and key risk indicators (KRIs) to effectively measure, monitor, and report on risks. Conduct regular risk assessments, stress testing, and scenario analysis to identify potential vulnerabilities and develop appropriate risk mitigation strategies. Lead the development and implementation of business continuity plans and disaster recovery procedures to ensure uninterrupted operations in the event of a crisis or disruption. Provide guidance and support to business units in identifying, assessing, and managing risks associated with new products, services, or initiatives. Establish and maintain effective relationships with external stakeholders, including regulatory bodies, auditors, and industry associations. Prepare and present risk reports, including risk appetite statements, to the executive management team, board of directors, and relevant committees. Foster a strong risk culture by promoting risk awareness, training programs, and effective communication channels throughout the firm. What you need: Bachelor's degree in finance, business, risk management, or a related field. Advanced degree and relevant certifications (e.g., FRM, CRM, CFA) are highly desirable. Extensive experience in risk management within the financial services industry, with a focus on payments institutions, electronic money institutions, or similar regulated entities. Strong knowledge of regulatory requirements, industry best practices, and risk management frameworks specific to the payments industry and knowledge of relevant Central Bank of Ireland guidelines relating to risk e.g. Outsourcing, Operational Resilience; Proven track record in developing and implementing effective risk management strategies, policies, and procedures. Excellent analytical and problem-solving skills, with the ability to evaluate complex risks and make sound decisions. Strong communication and presentation skills, with the ability to convey complex risk concepts to both technical and non-technical stakeholders. Solid understanding of technology and its implications on risk management, including cybersecurity and data privacy.
